1. Start new part document by clicking new option in file menu.

2. Now select front plane with left mouse button and select "SKETCH" icon from popup appeared.

3. Now draw the sketch with line tool of sketch tab and dimension it using smart dimension tool.

4. Now select extrude feature from Features tab, and extrude the shaded area about mid plane.

5. Now select select side surface of the created object as reference then draw the center rectangle using rectangle tool and dimension it.

6. Now do the extrude cut.

7. Then select top surface of already created object and draw 2 circles and dimension it.

8. Now remove material by using extrude cut.

9. Finally the part is shown like below.
